A Special Meeting of the Board of Civil Service Commissioners has been called by giving notice 24 hours before the meeting to all members and to all media outlets that have requested to be so notified.

Call to Order:

1. REVISION TO CIVIL SERVICE RULE 7.8

The General Manager recommends that the Board give 21 days notice of intention to amend Section 7.8(b) of the Civil Service Rules as follows (additions in blue):

Section 7.8. In computing seniority, credit shall be given for all continuous service. Layoff and displacement seniority shall be allowed for any absence from a position in the classified civil service only in the following cases:

(b) Absence without pay not exceeding seven calendar days. In the event that the absence without pay is exceeded due to a short-term layoff or work furlough, layoff and displacement seniority shall be allowed for said days.

2. REVISION TO CIVIL SERVICE RULE 8.7

The General Manager recommends that the Board give 21 days notice of intention to amend Section 8.7 of the Civil Service Rules as follows (additions in blue, deletions in red):

Section 8.7. If work is suspended due to a declaration of a financial emergency by the Mayor, if because of inclement weather or unforeseen reason, work is temporarily interrupted, it is not necessary that layoff seniority order be used in the temporary layoff of employees. The suspension of work must be known to be temporary, followed in assigning employees. The interruption of work must be known to be temporary, the appointing authority must act in good faith, and an employee must not be deprived of his/her rights or gain an advantage with respect to his/her employment in the classified civil

The General Manager recommends that the Board receive and file the report regarding information on possible layoffs and placement efforts.

That's exactly what it means. If Randi doesn't like you and you have 25 years of service, she can keep one her "yes" men or women with less seniority and lay you off.

The View from 14 reports: This item failed today by a 2-2 vote. The rule change could still be re-introduced, when all 5 civil service commissioners are present.

The City of Boston ignored seniority in layoffs and used the layoffs as a means of meeting their Affirmative Action goals several years ago.

For one, I do not trust the appointing authority, namely, our management.

What is temporary? 1 day? 5 months? 3 decades?

Let's not get alarmist here. Read the WHOLE thing, it states quite clearly that the "layoff" must be "known to be temporary". This is their way of legitimizing the mandatory furlough program. I'm not saying that City management wouldn't misuse this new authority, but we shouldn't be running around scaring people unnecessarily either.

Why would we be willing to give up our civil service seniority in any circumstance, temporary or otherwise?

What was the point of being loyal to the city all of those years, if it means nothing?

Management (especially the one we have at ITA) will blatantly misuse this authority, if we just give it to them.
