Excerpt: The DONE staff members who responded to the survey were highly critical of Kim and other DONE senior managers found serious concerns with respect to accountability, distribution of work and management's - including Kim's - lack of the needed skill sets to manage the department. DONE employees also complained that management rarely takes and implement suggestions; that the only such recommendation implemented in the last year was that of a "morale club."
