City Clerks response to IT consolidation

As Council Budget Committee chair Bernie Parks stated, "they are circling the wagons":

In the City Administrative Officers Budget Memos http://www.lacity.org/cao/budgetmemos.htm

Item#10: Office of City Clerk 2008-09 Proposed Budget - Department Letter to Budget and Finance

Key point in Karen Kalfayan, Interim City Clerks, response:

Process. There has been no meaningful discussion of the proposed transfer. There has not been any analysis of how the functions will be provided by ITA, nor any analysis of how this would impact the provision of other election-related functions which are integrated in the City Clerk's Systems Division.

Essentially, the City Clerk is saying, "Where's the beef?".

Item # 11 Summary of the Proposed Position Deletions

When you review thew list the only department that shows a proposed position deletion as part of the "Information Technology Consolidation" is CCYF.

The Board of Public Works, City Clerk and LAFD have no such entries. As CAO, Karen Sisson stated, "It is our understanding that the transfer of systems positions will now be addressed separately from the 2008-09 budget process, removing this item from consideration of the proposed budget."
